The biggest challenge during network planning is to design a network at minimal cost ensuring that network satisfies various constraints. A way to prepare a plan that can be built without variation during the construction process (if is possible) include various steps, such as: Establish Engineering Guidelines: Involves determining what rules or guidelines a planner will follow to develop a plan for an area. High-Level Design: During an initial design phase the network planner will try to consider all aspects specific to the area and propose an optimized network plan that complies with the general design rules. Field Verification/Permissions: Initial choices on the design will need to be verified. Low-Level Design: At this stage, the intention is to design a detailed and fully documented to-build plan. Estimating: Estimating the cost of the installation. In order to achieve a scalable network, it is important to identify flexibility points and others to help to react quickly early in case of will be necessary.
